Community Health Council's (CHC) were set up in 1974 as independent organisation to act as watchdogs for users of the National Health Service, and each Health District in England and Wales had a CHC. The District Health Authority (DHA) had a statutory duty to consult the CHC when considering cutbakcs and developments in Health Services. The CHC also provided communication with individuals regarding complaints about different aspects of Health Service in Tower Hamlets. |
