The documentation includes a report written by Stuart Mungall (dated 7 December 1983) written around the time of his resignation from the role of Half Moon Theatre Artistic Director. In his report Mr Mungall outlines the problematic nature of the set-up of the theatre, highlighting the lack of accountability and a general confusion arising from the complex internal relationships which have developed. He argues that these arrangements have resulted in 'each department' becoming 'a small herarchy of its own' with 'little accountability to a central figure usually known as the Boss' and proposes some reforms that could be introduced to help improve the situation.

Mr Mungall's report appears to be the starting point for the debate which follows in these papers and most of the statements/reports are written shortly after this in mid-late December 1983 and early 1984.
