| AdminHistory | Funding for the Project was provided in the majority by central government (75%), from the Home Office's Urban Deprivation Unite (later taken on by the Department of the Environment). The remaining 25% were to be local authority contributions, split between the GLC and LBTH. As it transpired, LBTH were only able to contribute a small amount each year for specific schemes, and so the GLC were the main providers of local authority contribution. The GLC and LBTH co-ordinated the Spitalfields Project, and were the local authorities to whom the Project reported. The ILEA were the authority responsible for education in the area, and CHC held responsibilities for healthcare in the area.
Administratively, and responsibility and power to develop policies and implement change in the area, the two-tier system of government in London meant that the GLC and LBTH both had concurrent powers in housing and planning, whilst education came under the ILEA. Approval by, and cooperation with, these authorities was neccessary in order for the Spitalfields Project to undertake research, develop schemes, and implement change in the area. |
