The Job Creation Programme was designed to provide temporary but worthwhile jobs for those who would be otherwise unemployed. It was run by the Manpower Services Commission, which was also responsible for the employment and training services previously administered by the Department of Employment, and funded by central government and for which the Spitalfields Project was a sponsor. |
