In 1983 the Spitalfields Urban Programme Package was subsumed under the newly created Tower Hamlets Inner Area Programme (THIAP). THIAP was created as a result of a special allocation of money to be spent on projects to help make the Borough a better place to live and work, and to help deal with the problems the Borough faced as an inner city area. THIAP covered the whole of the Borough excluding the area for which the London Docklands Development Corporation (LDDC) was responsible. |
