Section 11 of the Local Government Act 1966 allowed the paying of grants for wages to local authorities who, within the course of their functions, had to make provision for residents who were Commonwealth immigrants. Commonwealth immigrants were considered to be those born in another country of the Commonwealth who had been a resident in the UK for less than 10 years, or a child of that person.   </dc:description>
