The Steering Group held executive control and was the main decision making body of the Spitalfields Project. It met every six weeks to consider schemes and developments, applications for grants, and address local issues. The Group was comprised of the Deputy Leader of the London Borough of Tower Hamlets (LBTH) as chairperson, three LBTH Ward Councillors, the Chair of Social Services Committee, LBTH and Inner London Education Authority (ILEA) representatives and three members of the Greater London Council (GLC). Representatives from local organisations were also allowed to join the Steering Group, which saw five (later seven) local delegates allowed a place on the committee. The group held meetings open to the public and considered proposals for use of funds (major recommendations had to be approved by the funding authorities, mainly the GLC and central government Home Office/Department of Environment).  Furthermore, a small fund was also allowed to be approved by the Chairmen of the Steering Group which was the 'contingency agreement', which allowed rapid responses to urgent requests for funding.
